1-   Study the Public utilities commitment for Egyptians and foreign investors for construction, management, operation and maintenance of power station. 

The conditions of the commitment are according to the following rules and Procedures: 

            a-  Selections the independent developer through competition and announcement manner.
            b-  The commitment Period doesn't exceed 99 years.
            c-   Determination of the good  operation of the utility in improvement and systematic manner. 

The cabinet takes the decision for issuance the License due to the proposal of Minister of Electricity and Energy in accordance with the previous rules and procedures.  

2-  Selecting the investors who are working in the field of construction, operation and maintenance of power stations.
