Investment Services in the Electricity Sector

·  In order to encourage the local & foreign investment and to facilitate its procedures, the Presidential Decree No 79 and the primer Minister Decree No 636 were issued on 15/4/2002 and 16/4/2002 respectively regarding the regulation of rendering services in services Investment Complex. In compliance with these decrees, the following procedures were adopted:

·  Appointing a representative from the electric of sector in the investment assembly centre in Cairo and representatives from the Egyptian company of Electricity transmission and from each electricity distribution company. The representative works on finalizing the investment procedures in the following three levels:

-   Level1: Licensing the establishment and operation of the private Power plants.

-   Level2: Connecting the electric current to the investors:

-   Level3: Receiving the investors’ complaints, and working on finding the solutions in cooperation with the designated institutions and representing the ministry in the conflict resolutions, which are formed by the Head of the Investment Organization.

·  Preparing and printing a booklet explaining the steps and the procedures needed to receive the service, as well as the needed documents and the payment procedures of fees as follows:

     1st.    The needed data.

  2nd.   The needed documents.

  3rd.   The needed fees.

  4th.   Contracting for the supply of the electric current.

  5th.   The rules of charging the contracting.

  6th.  The schedule of the estimated cost and providing the current

                      A.     Supply on the extra or high voltage than, it is through The Egyptian Company of Electricity Transmission.

                      B.     Supply from medium or low voltage is by the respective Distribution Companies.

·        The following items are attached to the booklet:

-         Form of the contract of electricity power provision from The Egyptian Company of Electricity Transmission.

-         Copy of the commercial rules of The Egyptian Company of Electricity Transmission.

-         The price list of electricity of the extra and high voltage.

-         Copy of the contract of electricity power provision from the distribution Companies.

-         Copy of the commercial rules of the distribution Companies.

·        Initiating a website site on the internet " www.epldc.gov.eg " including the information provided in the booklet. The site receives the inquiries and provides the answers and provides available the investment opportunities.
